The location within the port is attractive to both Estonian and foreign-capital-based manufacturing companies and provides an opportunity to reduce transportation costs. Most of the plots are currently covered by preliminary agreements or planned investments, but the Port of Tallinn is waiting for bids for the last two vacant plots through a public tender by the end of November at the latest.

Location in Estonia’s largest cargo port creates opportunities for international growth

The location in Estonia’s largest cargo port, at a hub of excellent sea, rail and road connections, gives manufacturing companies the opportunity to serve the Baltic, Nordic and more distant markets more efficiently and cost-effectively through the port.

“The port’s industrial park is particularly well suited to complexes related to production, circular economy or added value creation, the production inputs or finished products of which are transported in larger quantities, including by sea,” says Rene Pärt, member of the Port of Tallinn’s board and head of business development.

Long-term investment interest in the Muuga industrial park is growing. “We see that right now is a favorable moment for companies to expand their industrial activities, because the Estonian state has taken a strategic direction to support such investments,” says Pärt. “Developments in recent years regarding investment support measures and initiated amendments to accelerate permit and planning processes create favorable ground for expanding industrial activities. The industrial park located in the port of Muuga is therefore an ideal location to realize its ambitions, taking advantage of good transport connections, high-quality existing infrastructure and possible synergies with companies and cargo terminals already operating in the port,” he adds.

The goal is to develop cargo ports into industrial centers

The last undeveloped plots with a valid detailed plan are on offer – Klaukse tee 4 and Klaukse tee 6 are still available for negotiations.

“We are open to offers from both Estonian and international companies. We are in negotiations with representatives of very different industries regarding the entire territory of the industrial park. High-tech industry, large component production, chemical and defense industries as well as the circular economy are represented, i.e. a very wide range of activities suitable for the port,” says Rene Pärt.

The strategic goal of the Port of Tallinn is to develop cargo ports into industrial centers. “The goal is to revitalize the Estonian economy, grow exports, support job creation and increase the added value provided in the port area. We see ourselves as the creator of a suitable environment where our customers and partners can implement their ambitious plans,” says the head of business development.

For its part, the Port offers support to potential clients throughout the process: “After submitting an idea, we will help with our experience and expertise if necessary, for example in infrastructure-related issues or in applying for necessary permits,” says Pärt.

Port of Tallinn encourages interested parties to submit their planned development idea no later than 28.11.2025, including a description of the planned activity, investment details, development stages and schedule, in addition to a company introduction.

More information about the Muuga Industrial Park and the competition details: www.ts.ee/muuga-konkurss

(Source: https://www.ts.ee/muuga-sadamast-on-kujunemas-eesti-suurim-toostuskeskus/)

Muuga Industrial Park, located in the territory of the largest cargo port in Estonia, covers 76 hectares of plots of various sizes and can be joined together.
